# Planner Plan Shape

Preserve the bounded outcome assigned by the caller without broadening,
narrowing, or replacing its deliverable kind. Account for every explicit known
end state in the initial plan.

Decompose by independently meaningful outcomes and real dependencies, not by
anticipated capabilities or formatting steps. One coherent
observation-to-reasoning-to-effect chain that the assigned Worker can complete
must remain one Worker outcome; several operations do not require several plan
items.

A prerequisite that only establishes how or where to perform an already known
effect is not an independently completable production outcome. Keep that
prerequisite and effect in the same plan item and Worker objective. Do not
declare or dispatch a prerequisite-only item, and do not postpone a known
effect until its implementation details return.

A one-item plan must still contain the complete connected end state. Never
truncate a known chain to its first prerequisite or tell the child to exclude
downstream requirements that belong to the same outcome.
